In this paper reveals the principles of evolutionary approach to the formation of strategy for socio-economic transformation of economic systems. Relevance of methodological support of the development of strategic management and programming at the micro, meso and macro levels makes it necessary to understanding the evolutionary development of economic systems, determine the status, the processes of reproduction and transformation of economic systems in terms of attribute properties.
