The Russian high schools: problems of growth of quality of formation and increase of motivation of training

The Russian universities are standing before a difficult choice. It is difficult to combine the performance of university's mission with a solution of other problems: the problems of financing and observance of educational standards. The university's management and educators haven't any stimulus for improvement the quality of education. Only the state can help with a solution of this problem. It is necessary to refuse both free education and from paid education. The granting of educational services to the student on this or that basis should depend on its progress during the semester.
