Measures to improve SMEs activities conditions need to be coordinated with measures to improve the business environment in Russia. Large-scale state financial injections in the sphere of small business cannot compensate for an unfavorable business and investment climate being present in Russia. There is a strong need to substantially improve the business climate itself.
