In article measures of the anti-recessionary policy spent by bodies of the state and municipal management are considered.
     The complex approach at system engineering measures of anti-recessionary management by territory creates a durable scientific basis for creation of the effective mechanism aimed at overcomings of the crisis phenomena and their social and economic consequences, increases of a level of a national security in the country.
