Priorities of social and economic development of regions are necessary for defining in strategy of development of subjects of the Russian Federation for the purpose of their effective realization and reception of results. In article the author defines factors of social and economic development of regions, at conceptual level the purpose and indicators of social and economic development are formulated, priorities of the decision of problems of formation of mechanisms of realization of strategy of social and economic development of territories with reference to ХМАО are concretized.
