SWOT-analysis of the modern state of the Russian economy in vector components of effective management of innovation development - made it possible to expose the most essential factors impeding the innovation reforms of industrial organizations, basically defined by their human potential quality. It is proposed to introduce state monitoring and effective control of innovation enterprise activity by instituting of compulsory innovation audit.
