Сross-border migration as a source reproduction of labor resources and factors of human capital accumulation

The article examines the impact of international population migration on the formation and redistribution of labor resources, as well as the movement of human capital. The differences of its investments in production in non-refundable and temporary labor migration. Conducted monetary estimate of the magnitude of human capital carried forward in the Smolensk region with the flow of forced migrants in the post-Soviet period. Showing some of the modern tools of state influence on the processes of brain drain.
