The history of the coastal territories testifies the important role they play in common process of social and economic development of regions of each country. as a rule, they develop faster in comparison with the other regions, for stimulation and accelerated development of investment attractive branches of the economy, connected with the use of the see and land coastal recourses. Natural resources of the coastal regions are much more than natural objects, involved in economic turnover. First of all, they are the elements of natural system of life- support, where human population exists. So, coastal and see zones should be perceived as a complex, unified economical mechanism, involving geographical, ecological, economic and social system in it’s unity.
