Innovative economy and optimization of institutional sphere of small enterprises

The article substantiates the necessity for radical changes in institutional environment of small entrepreneurship in the transition to innovation economy. We consider the author’s model of the state system to support small entrepreneurship. This model based on the creation of new development institutions and the distinction between the functions of state regulation of small entrepreneurship at the macro- and micro- levels. In this article proposed a system of indicators for assessing the quality of the institutional environment of small entrepreneurship at the regional and municipal levels, focused on innovation model of economic development.
