The article described the content of bureaucratic and technocratic conversion. Given limiting the use of dual-use technology in the Soviet period is considered. Experience of the formation of the defense budget in the U.S.. Depending on the impact of the surge in civilian products isolated group of defense enterprises, held in bureaucratic conversion. It is indicated that the transition to a reduced defense budget should be developed on the basis of federal forecast modernization and insurance funds.
