Influence of an economic reform of 90-h years of the XX century on social and economic system of the Russian Federation is considered, the essence of structural crisis of the Soviet industrial system is explained, the essence of unstable economy is opened, target orientation of principles of functioning of economy to competitiveness and efficiency is reflected, the amplifying differentiation and asymmetry in development of regions is revealed, the predicate of effective development of region is defined.
