The world education market tends to the rapid and sustained expansion. Training specialists for foreign countries has become a priority task in the policy of a number of leading countries though the position of Russia has weakened considerably. The conclusion is drawn that the present situation results from system contradictions which originally lie in the managerial scheme. A descriptive model as well as high economic efficiency of the programme of educational services export is shown in the paper.
