The role and the importance of prognostication and planning of development of educational sphere system are determined in the article. The condition of the given system in our country was analyzed and the conclusion about its low efficiency was made. Main models of prognostication and planning systems in foreign countries were examined, positive aspects were revealed and the possibility of application in our country was determined. On the basis of analysis of condition of prognostication and planning system in Russia and study of foreign experience main directions of modernization of this system were offered, aimed to increase its efficiency.
