Trends in population policy: the cautious optimism of the third cycle

The article is devoted to the problem of population recovery in Russia. Ongoing increase in birth-rate can be explained by the regularity of its development, taking in to account the cycle component, examines propriety and effectiveness of economic measures. Historical and global aspect of the problem is touched upon in this article.
