For realization of the Concept of long-term social and economic development of Russia it is necessary to begin first of all with revealing and preparation of highly skilled experts, able to develop the nonlinear ideas, allowing to introduce innovations, to use nonconventional strategy. In article mechanisms of formation and involving of creative persons in innovative processes are offered.
