The author suggests the concept of agro-industrial clustering of Russia, which would significantly raise the level and quality of life of the population, will contribute to national welfare, eliminates the corresponding threats to national security. In addition, proposed a Comprehensive program of regional agro-industrial clusters, which has a powerful multiplier effect, can become the biggest anti-crisis draft.
