We analyze the conceptual approach to the problem of forming the federal SKFO. Is argued that the geopolitical and socio-economic feasibility of price-centralization and the local authorities in the region of Caucasian Mineral Waters in a single municipality. Substantiated the system benefits from the municipal-palizatsii polycentric metropolitan area, which will provide conditions for the priority of modernizing, economic and social efficiency of the new federal center.
