Financial-crisis methods of state and interstate administration are considered in the paper, namely methods of transmission of substantiating wealth both inside and outside of a State by means of crisis transmission of money are investigated. The State is considered in the broad meaning, i.e., as the integral socially-economical system. Connection of economic crisis with technological structures is displayed. Reasons according to which the economic situation in Russia in conditions of the last world crisis was strikingly different from the situation in US and EU are exposed. It is proposed the strategy of anti crisis administration for Russia by means of speeded up partial recreation of a well coordinated social system of management complemented to the created market system of management.
