The paper considers the general situation on the world market of high technologies, identifies trends in the spread of new technologies in Russia, and defines the key problems of the state innovation policy. Special place in the article given to the interaction of private and public sector in the development of high technology market identifies the forms and instruments of public-private partnership in Russia and foreign countries.
