Now reconsideration of a role of the state in maintenance with habitation of big population parts is carried out. Sharpness of a problem of maintenance with habitation of the population and importance of their decision for social and economic development is working out, and realization perspective organizational-legal mechanisms demands. Formation of strategy of investment updating of regions and development on this basis of housing construction, a substantiation of its structure and dynamics, revealing of priorities is priority.
