In the article the structure of principles of working out and realization of a social and economic policy of the municipal unions providing effective strategic positioning is proved. The major principles: independence; subordination to the politician of federal and regional level; an effective choice of strategic priorities and a trend of strategic development; conformity of image and a trend of strategic development; public partnership; effective realization of a natural competitive position.
