High education as the social subsystem and branch of the economy in the Voronezh region

The article is devoted to the analysis of the role of the higher educational system within the economic and social system of the Voronezh region. The author shows its development over the last 20 years compared with other regions of Russia, the Central federal district, and the country as a whole. The strengths and weaknesses of the higher education system are defined while near-term perspectives and problems are put forth.
