It's well-known, that Russia still has no systematic strategic programme for the high-tech enterprises. This is sure to cause the future process of collapsing of these enterprises and the relevant infrastructure, and the companies using their high-tech products, and also to enhance the dependance on the foreign technologies. The first step in developing the complete startegy should be the determination of the programme target.
