On December 12, 2008, at State Kremlin Palace, Moscow, Dmitry Medvedev, teh President of Russia participated in conference on science and practical implementation associated with 15th anniversary of the Russian Constitution. 15th anniversary of the Russian Constitution, as the President stated, is not just a memorable date, but an important historical event. On December 12, 1993, our country approved the first in its history radically new main law - a law that values human life, rights and freedoms above all, that created the base for the Russian democracy and obliged the state to comply with these new main values.
