Obligatory condition of government regulation is to create a system for monitoring the effectiveness of management decisions, including the level of municipalities. Existing now system of separate indicators for measuring the activity of local government requires further improvement, both in composition to the list, and the degree of aggregation of indicators presented therein. The article proposes a mechanism of transition from separate indicators to common indicators to assess the impact on a scale functioning of local government on the ten proposed activities of the municipalities. The results of calculation of aggregate performance indicators of one of the municipalities of the Orenburg region in 2010-2011 are represented.
