The article is devoted to consideration of foreign experience by management by budgetary funds on the example of the Swedish model. The author carries out the comparative analysis of functioning of the uniform treasury account, the management of a public debt, the methods of increase of transparency of public finances, financing and stimulation of the budgetary establishments in Russian and Swedish practices.
