In research strengthening of a role of finance, value of financial performance in an assessment of activity of the industrial enterprises, the financial planning providing preliminary control of education and use of resources of the enterprise are analyzed. In the article the need of introduction of the concept of budgeting at the industrial enterprise is proved, postulates of execution of budgets and algorithm of regulation, control of budget performance and the analysis of the arisen deviations are formulated
