Russia, entering the XX century, was occupied with searches of new approaches to economic and industrial policy for the purpose of development of productive forces, strengthening of its position in the world economy. In this period the innovative forms of management of the national economy - finance minister of Russia, S.YU. Witte revealed. The Proposed Witte evolutionary way of development of the market economy has allowed Russia to commit industrial growth, to implement the impressive progress, which enabled to considerably reduce the gap from the West.
     Object of research are reformatory ideas and S.U. Vitte's activity. The special attention is given to financial policy and the taxation. In the article the key moments of strategy of Vitte, defining his reformatory activity are considered.
