Importance In the conditions of housing and utility reform in Russia, organization and functioning of housing and utilities sphere assumes prominence. The scope of the research is housing sphere of economy and its transformation in the conditions of reform implementation. Objectives The goal of the research is a search for tools to develop competition in the sector. Methods I used econometric methods to analyze the specifics and consistent patterns of functioning and development of housing and utility complex. The article provides a comparative analysis of the housing sphere indicators, which showed that the economy of the sector, limited financial resources of regional budgets and the volume of investment in the sector are directly interdependent. This fact necessitates the need to search for reserves and sources to increase budget incomes of various levels, to develop mechanisms to attract investment, and to work out a program document based on comprehensive analysis of economic and production processes. Certain ideas of the study may serve as reference points for further improvement of regulations for housing and communal complex. They are also applicable in teaching disciplines on housing and utility complex reform. I conclude that it is expedient to create regional investment and construction cluster for successful realization of housing policy of a region by means of developing competition in the construction sector and applying new technological solutions in the course of reproduction and construction of housing and communal complex facilities. Results To analyze the results of financial and economic activity of housing and communal complex participant and to determine the expediency of creating the cluster, I propose an algorithm to collect economic indicators Conclusions and Relevance The final goal of the cluster approach in housing and communal complex will be a synergetic effect from joint activity of all participants of regional production and financial system.
