The article deals with an analysis of an acute regional differentiation between the constituent entities of the Russian Federation. This phenomenon demands more careful planning and funding of part of territories. The author comes to a conclusion that the emergence of a large number of depressing and backward regions with a low living standards population is a result of territorial industrial specialization and mismanagement of existing capacities that do not work for the territory prosperity.
