Actual problem of the higher school modernization is saving investment appeal of national universities, focusing their financial strategy on innovative development. Complex of algorithms and procedures in the program-target method of financial provision of status universities allows not only minimize risk of decrease in the private and state investments directed on development of the higher school, but also optimize volumes of financial support of innovative development of leading universities.
