The article studies the main problems of the innovation economy in Russia, which are based on an equitable public-private partnership and aims at joining efforts and resources of the state and the business sector for the development of innovation. The main element of the innovation system - an innovative infrastructure, and the impact of clusters on the intensification of innovative processes in the region.
