Importance The research selects and substantiates parameters for steering the regions' economy in various phases of economic development, i.e. growth, pre-crisis and post-crisis, etc. Objectives The research elaborates the methodological underpinning of procedure for selecting the regional economy management parameters in various phases of regional development using panel data models. Methods The methodological framework relies upon panel data models allowing to identify dominant parameters of the regional economy management. The panel data models are specific to various development phases of the geographically organized socio-economic systems. Results We systematized scientific approaches to determining the parameters, which influence ultimate results of local socio-economic systems. We also propose and test the modification of the said approaches by introducing the phased management criterion. Conclusions and Relevance We conclude that it is possible and reasonable to use panel data models to select parameters for steering the regions' economy, considering conditions of specific development phases of local socio-economic systems.
