Analysis of institutions providing financial incentives to business entities to encourage economic development of subjects of the Russian Federation

Subject The article addresses regional development problems and analyzes existing institutions, stimulating economic activity in regions by providing financial incentives to business entities.
Objectives The aim is to review institutions operating in the Russian Federation and stimulating regional development, mechanisms of incentives provided to entrepreneurs to pay taxes to budgets and extra-budgetary funds, their practical application and impact on reducing the differences between regions by major socio-economic indicators.
Methods Methodological framework includes systematization and analysis of guidelines and information materials of the Federal State Statistics Service, works of domestic scientists on issues related to stimulation of economic activity in regions, and relevant laws and regulations.
Results The findings show that significant differentiation of regions by socio-economic indicators continue to persist, and the available institutions providing financial incentives to economic actors to stimulate economic activity in regions are not adequately involved in the practice of regional governance. I investigated the possibilities of each institution to influence economic activity in the region through the provision of benefits for each tax and payments to extra-budgetary funds; identified the most attractive for business institutions that provide financial incentives. The article names regions that can use relevant institutions, and presents mechanisms for their possible creation in the region.
Conclusions Implementation of federal-level institutions that stimulate regional development and reduce disparities in socio-economic development of regions is still a pending issue. It is necessary to involve them in the practice of regional governance, especially in regions with low socio-economic indicators.
