Basic directions of optimization of budget legislation

While preparing the Concept of reformation of budgetary process in the Russian Federation in 2004-2006 essential discords occurred. By revisions and additions in further years in the Fiscal code the entry list and authorities of participants of the budgetary process were defined clearer, independence was expanded and responsibility of chief controllers, controllers and recipient of taxpayer funds was increased while budgeting and implementing budget, formation and presentation of budgetary reporting. As the result from 2008 the monitoring system of fiscal administration quality was implemented carried out by chief controllers of federal budget resources.
