Qualimetric method for quality assessment in municipal units financial management allows objective appraisal of municipal units financial condition and stimulating their interest in efficient use of budget funds, their own revenue base increase and stabilisation; and simplifies municipal development fund assets distribution taking into consideration the weight ratios, that the authors regard as basic requirement for incentives system functioning.
