Available online: 18 September 2009 Subject Heading: Economy and management JEL Classification:
Operating departments of industrial enterprises of average and small-scale job production constitute plants characterized by great contents of information, complexity of management processes and comparatively small volumes of goods manufactured. These conflicting characteristics condition searching of special ways to increase effectiveness of activities of departments concerning perfection of administration of them. On one hand the system of administration of a department should possess large range of functions ensuring solution of all management tasks, guarantee the best economic indicators in a separate department, possess high level of responsiveness, operability of collection, processing of large capacities of information and form optimal managerial decisions. On he other hand to be inexpensive, quickly covered, reliable, quickly adopted, quickly changeable subject to constant changes in orders and ensuring undependability of operating departments from the system developer. Fulfillment of these conditions supposes creation of an effective management system that differs from methodologies greatly.
