Matters of insurance of crops for agricultural commodity producers are nagging and urgent nowadays. Insurance is voluntary. The state subsidizes insurance premium partially as well as rate on crediting of agricultural commodity producer for these purposes partially
Production of grain crops for agriculture of Kirov region is the main branch. The carried out analysis of main indexes of the branch indicates necessity of coverage measures since average crop grain yield in the region over 2006 made up 13,1 centner/hectare that is significantly lower than the level of dependability of grain crops on weather conditions (25 centner/hectare).
The process of agricultural insurance starts with difficulty: insurers being aware of unprofitability of these measures suggest insurance services only to economically intense farms lowering their risks at the same time. The farms in their turn find assets for conclusion of insurance contracts.
The solution of the problem in the existing situation may only be the return to the obligatory insurance form that allows minimizing risks of agricultural commodity producers, form money aggregates necessary for distribution and coverage of losses in case of an insured accident, intensify control over consumption of budgetary funds on the part of the state.
