Subject. The importance of forest ecosystem functions in the context of global climate change.
Objectives. Highlighting the key features of the practical implementation of forest and climate policies at the federal and regional levels.
Methods. General scientific research methods were applied.
Results. The current forest management system in Russia needs a rethink. It's necessary to legally recognize activities related to using forests as carbon sinks as a type of forest use. Strategic planning documents should set clear targets for how forest resources are used within the climate agenda.
Conclusions. The research results can be used when creating programs and development strategies for the forestry industry at both the federal and regional levels.

Keywords: sustainable development; forest resources, ecosystem functions of forests, forest-climate project, forest industry complex
