Subject. Environmental safety, imbalance in the socioeconomic development of regions, tapping into the labor potential of the Russian Arctic.
Objectives. Systematization and characteristics of factors contributing to the increased stability of socioeconomic development in the Russian Arctic.
Methods. Systems analysis.
Results. It's been determined that the development of a strategically important region is influenced by institutional factors (like the operation of preferential legal regimes and the effectiveness of implementing state programs and national projects). When creating development programs for the Russian Arctic, we should also take into account innovation and technology, social and demographic aspects, spatial and environmental factors, and resource availability.
Conclusions. The leading role in the development of regions belongs to economic subsystems, which are shaped by a mix of internal and external factors. How a territory develops is determined by the balance of factors that affect everyday life.

Keywords: balanced sustainable development, factors, resource provision, regional socioeconomic system, Arctic zone of the Russian Federation
