Subject. Development of the industrial sector, Russia's transition to an innovative economy.
Objectives. Identifying the driving forces that help the industrial sector move to a new technological setup.
Methods. Systems, comparative, statistical analyses.
Results. A feature of the current stage of technological development is the preservation of large-scale industry sectors. While the overall number of industrial sectors remains the same, their structure is changing in quality. The key principles of how the innovation infrastructure works are coordination and interconnectedness of the elements of the 'triple helix' (industry, the scientific and educational sector, and regional government bodies).
Conclusions. Transformational processes in industry at the regional level are driven by the innovative activities of enterprises, leading to the development of high-tech sectors. Building an effective innovation infrastructure helps the industry move towards a new technological pattern.

Keywords: scientific and technological development, region, industry, innovation infrastructure, technological setup
