Subject. The rise of a new technological order, innovation activities, entrepreneurship development. Objectives. Assessing how effective different fiscal and infrastructure tools are in supporting youth tech entrepreneurship. Methods. Economic and statistical research methods were used. Results. A steady positive link has been found between the presence of youth innovation centers and the share of small innovative businesses in the region. The biggest contribution to the success of youth tech entrepreneurship comes from technology transfer systems and training programs. The negative effect of the cluster environment can be seen as large companies dominating and pushing out small innovative businesses. Conclusions. For regions with low infrastructure availability, priority measures should be the creation of technology transfer centers and the development of engineering schools. For regions with a developed cluster environment, measures are needed to lower the 'entry barriers' for small innovative companies.
