Subject. The economic situation in Russia's new regions, developing management decision-making mechanisms taking into account specific local conditions. Objectives. Identifying the features of the institutional environment that should be considered when developing programs to restore the economic potential of the Zaporizhzhia Oblast. Methods. Systems and institutional analysis tools were applied. Results. In the Zaporizhzhia Oblast, a specific institutional environment has formed, characterized by a transitional legal regime, high centralization of management, and a focus on ensuring security. Special development institutions play a key role in implementing economic policy. It seems reasonable to create a single center in the Zaporizhzhia Oblast to coordinate the implementation of national projects. Conclusions. Effective implementation of national projects in the Zaporizhzhia Oblast is only possible by distributing powers and functions between federal authorities, special development institutions, the regional government, and municipalities.
