Assessment of the effectiveness of management mechanisms for local communities in the interests of the subjects of the Russian Federation

Subject. Fellowship communities as specific non-profit organizations and their contribution to regional development.
Objectives. Development of a comprehensive methodological toolkit for assessing the effectiveness of local communities, allowing for their dual nature as both informal institutions and active participants in public governance.
Methods. Methods of multi-criteria analysis and logical-structural modeling were applied.
Results. A multi-level assessment model has been developed, aggregating indicators of organizational resilience, economic performance, cultural activity, and social impact. Key institutional risks that hinder objective monitoring of the non-profit sector's effectiveness have been identified.
Conclusions. The shift from a descriptive to a scientifically grounded analysis of the activities of compatriot communities is only possible by applying flexible hybrid assessment methods. The proposed integrated indicator allows for substantiating management decisions regarding the capitalization of socio-cultural identity in the interests of sustainable territorial development.
