Functional model of campus product portfolio management

Subject. Modernization of the higher education system, development of public-private partnership.
Objectives. Development and substantiation of the advantages of a functional model for managing a university campus, ensuring effective interaction between the state, educational organization, and private partner.
Methods. Structural analysis.
Results. A multi-level system for the distribution of managerial functions has been proposed, in which strategic, tactical, and operational roles are aligned with management objects and various requirements.
Conclusions. The absence of a unified mechanism that allows coordinating the activities of various entities leads to conflicts of interest, fragmentation of decisions, and a decrease in the effectiveness of the campus functioning as a system.
