Subject. Optimization of the management system at the regional level. Objectives. Development of an algorithm that allows assessing the degree of resilience of socioeconomic development of regions taking into account changes in the external environment. Methods. Comparative and statistical analyses. Results. During the study, a 'development level – development speed' matrix was developed, allowing the identification of a group of leading regions and lagging regions. The testing of the proposed tools was carried out by the authors using the example of the subjects of the Far Eastern Federal District. Comparison of indicators for the Far Eastern Federal District with the indicators for the Russian Federation made it possible to identify specific features of the development of the country's strategically important territories. Conclusions. The research results can be considered as an analytical basis for the development of targeted programmes and strategies aimed at ensuring the sustainable development of territories.
