Updated organizational and economic model for attracting small and medium-sized enterprises to projects implemented on the basis of public-private partnership principles: The Sverdlovsk Oblast case study
Subject. Strengthening the institution of public-private partnership, the role of private capital in the implementation of socially significant projects. Objectives. Development and testing of a refined model for the participation of small and medium-sized enterprises in the implementation of various projects within the framework of public-private partnership, taking into account the institutional and financial characteristics of the region. Methods. Methods of systems and institutional analyses, econometric and graphical modeling were used. Results. Key institutional and financial barriers preventing the participation of small and medium-sized enterprises in the implementation of projects within the framework of public-private partnership have been identified. A positive relationship is observed between the intensity of the development of the public-private partnership institution, the volume of investments, and the size of the gross regional product of the Sverdlovsk region. Conclusions. The implementation of the developed model can ensure additional growth of the gross regional product and employment in the small and medium-sized enterprise sector by 2030. The results of the study can be used by government authorities to justify target benchmarks and adjust economic policy.
