Subject. Problems of systemic and institutional management of regional development.
Objectives. Development of tools for managing courtyard areas taking into account the possibility of interaction between various stakeholders.
Methods. Methods of systems, institutional, project, and structural-functional analyses were used.
Results. A multi-level model of flexible management of yard territories has been created, the implementation of which will, in particular, make it possible to increase the response speed to public requests.
Conclusions. The proposed approach takes into account the interests of authorities, contractors, and residents of a certain area, and promotes the implementation of co-management principles.
