Problems related to updating the organizational and economic model for attracting small and medium-sized enterprises to public-private partnership projects: Evidence from the Sverdlovsk Oblast
Subject. Support for small and medium-sized businesses, interaction of government authorities with private entities. Objectives. Finding solutions to administrative and financial problems that hinder the participation of small and medium-sized enterprises in the development of the public-private partnership institution. Methods. Methods of systems, statistical, and institutional analyses, and graphical modeling were used. Results. A version of an organizational and economic model is presented, expanding the opportunities for small and medium-sized enterprises to participate in tenders, providing for the digitalization of various procedures, the creation of consortia, and the use of the system of key performance indicators proposed by the authors. Institutional and financial support measures for small and medium-sized businesses have been developed, including tax benefits and guarantees. Conclusions. The implementation of the model will allow increasing investment activity, improving the entrepreneurial ecosystem of the region, and enhancing the socioeconomic efficiency of the public-private partnership institution. The experience of the Sverdlovsk Oblast can be scaled to other regions of Russia.
