Subject. Problems of legal regulation of labor relations and optimization of the remuneration system. Objectives. Identification of the main stages of the development of the wage tariff system in Russia, assessment of the possibilities for applying the accumulated experience at present. Methods. The tools of content analysis, comparative analysis, and retrospective analysis were applied. Results. Approaches to the formation of the wage tariff system have changed significantly over the decades. Periods of using a unified tariff grid, special tariff grids for workers, salary scales for employees, and professional qualification groups are distinguished. The main factors determining rates were the level of education and work experience. Conclusions. Taking into account the Soviet and Russian experience in the development of labor legislation can contribute to the creation of a fair and transparent system of remuneration for employees of state institutions.
